A supplier sends a PDF. It has a certificate number, an official-looking logo, a signature, and a stamp. None of that establishes anything. Verifying a certification means four checks: identifying what type of document you are actually holding, confirming it names your product and your supplier, establishing that the issuing body exists and is accredited for that scope, and contacting that body to confirm the certificate was issued and is still valid. This guide walks each step — including why the document most often labelled “CE certificate” is not what most buyers think it is.

First identify what you are holding
Buyers say “certificate” for three fundamentally different documents. Sorting them is the whole first step:

Notice the counterintuitive ranking: the test report is usually more useful than the certificate, because a certificate compresses everything into a yes, while a report shows you what was actually done. Ask for both, and read the report.
The “CE certificate” that usually isn’t one
This is the most widespread misunderstanding in the category, and worth stating plainly.
For most general consumer electrical products, no government body issues a CE certificate. CE conformity is normally established by the manufacturer itself, which assesses the product against applicable directives and harmonised standards and then issues an EU Declaration of Conformity. That declaration — not a certificate — is the document the regime actually requires. Third-party involvement by a notified body is required only for certain higher-risk product categories.
So when a supplier presents a glossy “CE Certificate,” what you are usually holding is a document issued by a commercial test laboratory. That can be perfectly legitimate evidence that testing happened. But it is not regulatory approval, and its value depends on two things the document itself rarely makes obvious: whether that lab is accredited, and what was actually tested.
Read the metadata before the conclusion
Every certificate carries fields that decide whether it applies to you. Check these before reading what it concludes:
- Holder name. Does it match the legal entity on your quote and invoice — not a trading name, not an affiliate? Entity mismatches are covered in our business registration verification guide.
- Model number. Does it name your model, exactly? A certificate for another model in the same range covers nothing. This is the single most common gap in supplier paperwork.
- Standards applied. Which standards, and which versions? Standards are revised, and a report against a superseded version may not satisfy a current requirement.
- Scope of testing. Electrical safety, EMC and photobiological safety are separate assessments. One report does not cover all three.
- Dates. Issue date, and validity or expiry where applicable.
- Issuing body and certificate number. The two fields you will use in the next section.
Verify the issuing body, then the certificate
A logo is not accreditation. The body itself has to be checked, and then the specific document:
EU notified bodies
Notified bodies carry a four-digit identification number and are listed in the European Commission’s NANDO database, which also states the legislation and scope each is designated for. Two things to check: that the number corresponds to a real body, and that the body’s designated scope actually covers the kind of assessment being claimed.
FCC
Equipment authorised for the US market carries an FCC ID, and the FCC maintains a public equipment authorization database where an FCC ID can be looked up. Confirm the grantee matches your supplier and that the equipment described matches your device.
ISO and management system certificates
An ISO certificate’s meaning depends on the certification body’s accreditation. Check whether the body is accredited by a recognised national accreditation body, and look the certificate up in the accreditation body’s public register or the IAF’s certificate database where available. Note what the certificate actually covers — a management system certificate says something about how a company operates, not that any particular device performs.
Test laboratory reports
Check the lab’s accreditation status and scope with its accreditation body, then contact the laboratory directly with the report number and ask them to confirm it was issued and what it covered. Legitimate labs answer this; it is a normal request.
Spotting an altered document
When documents are doctored, the same fields get edited — because those are the fields that need to change for a document to be reused:
- Company name, model number, dates. Look closely at font weight, spacing, baseline alignment and kerning in exactly these fields. Edited text rarely matches the surrounding document perfectly.
- PDF document properties. Open the file’s properties and look at the producing software and modification dates. A certificate from a testing house that was last modified in a general image or PDF editor is worth a question.
- Implausible scope. One certificate covering a long list of unrelated models — or a range of models a small operation is unlikely to have tested individually — deserves scrutiny.
- Decorative accreditation logos. An accreditation body’s logo with no accreditation number or scope statement attached is a design element, not a credential.
- No verifiable number at all. A document with no certificate or report number cannot be verified by anyone, which is itself the finding.
None of these individually proves bad faith — some suppliers simply hold thin paperwork. What is diagnostic is the response when you ask. The verification checklist
- Classify the document — test report, certificate, or Declaration of Conformity?
- Match the holder to the entity you would pay.
- Match the model number to the device you are buying.
- Read the scope — which standards, which versions, which type of assessment.
- Check the dates for issue and validity.
- Verify the issuing body exists and is accredited for that scope.
- Contact the issuing body with the certificate number.
- Ask what is missing — no certificate covers device performance, which is a separate question entirely.
Step 8 matters more than it looks. Not one document in this guide establishes that a panel delivers its claimed irradiance. What a manufacturer can do about it: provide the Declaration of Conformity rather than only a lab-issued certificate, name the standards and versions applied, supply the underlying test reports with their numbers so the buyer can contact the laboratory directly, ensure the model number on every document matches the device being quoted, and state plainly which assessments have been done and which have not. Every one of those makes a supplier easier to verify — which is the point, and the reason a factory with real documentation has no reason to resist any step in this guide.
